My friend called once to complain about this very thing and she was told that it might have been for one of two reasons (a) a call was issued then canceled ~or~ (b) an incorrect code was given and then corrected. There is also the possibility if it was a busy intersection that the officer may have been on their way to a 'silent' roll but had to clear that intersection to continue -- this will happen a lot. They could technically go through a red light without their lights but it's not as safe for everybody so they'll probably use lights.
